Can anyone get a HDB contractor license ?

If you’re planning to renovate your HDB, it’s essential to engage a licensed HDB Contractor. Below, I’ve explained the process contractors must go through to be registered as a Licensed HDB Renovation Contractor.

Application Criteria

  • Must be a Singaporean or Singapore Permanent Resident

  • Successfully completed the ‘Renovation for Public Housing’ training course

  • Have at least 3 years of experience in renovation works and are actively involved in the renovation trade

  • The company has been registered with the Accounting and Corporate Regulatory Authority for at least a year

  • Own the company for a minimum period of 1 year

  • The company has a good track record and has been profitable in the past year

  • The company has at least one full-time staff

  • Minimum paid-up capital of $50,000 if it is a Private Limited company

  • Neither you nor any partner/director of the company should be undischarged bankrupt, have any criminal records, or have any record of offences involving fraud and dishonesty.

Documents Required for Application

    • Certified copies of the company’s audited annual report or other suitable annual accounting documents that show the company’s financial standing over the past year

    • 5 completed renovation works on private projects with quotations and invoices that total at least $100,000

    • The private projects must involve wet and/or hacking works

    • The quotations and invoices must contain the client’s name, address, contact number, and email address

    • A recent passport-sized photograph

    • A copy of the last 12 months’ CPF statement or letter of employment of a staff who has been employed by your company in the past year

Courses/Certificates for Application

HDB has partnered with the Building and Construction Authority (BCA) Academy, to develop courses for renovation & window contractors along with those who wish to be listed in the Directory of Renovation Contractors. These courses are designed to enhance the level of professionalism in the renovation industry.

Renovation for Public Housing (mandatory)

Business owners and authorised persons are required to undergo this 2-day training course conducted by trainers from:

  • BCA Academy
  • HDB
  • Other statutory boards/ agencies
  • Industry specialists

  • HDB’s guidelines
  • Do’s and don’ts for renovation and electrical works
  • Authorities’ requirements, e.g. relevant building regulations, technical guidelines

Renewal Process

Renewal timeframe

Contractors must renew their application to be listed in the DRC at least 3 months before its expiry. An SMS reminder will be sent to you closer to the date.

Renewal criteria and documents

Before submitting your renewal application, please ensure that:

  • You have obtained a new Bank/ Insurance/ Finance Guarantee, to be furnished following 24 month new application period

  • Your company is registered with the Accounting and Corporate Regulatory Authority and has a good track record

  • The business owner and any other authorised persons have attended and successfully completed the ‘Renovation for Public Housing’ training course

  • You and any partner/ director of the company:

  • Are not undischarged bankrupts

  • Do not have any criminal records or record of any offence involving fraud and dishonesty

Contractors must be listed in the DRC before they can carry out renovations in HDB flats.

Contractors listed in the DRC are required to abide by our terms and ensure that their work:

  • Does not cause damage to HDB’s property

  • Is conducted safely

  • Does not cause any nuisance to neighbour units

Demerit Point System

If the contractor does not adhere to the renovation and administrative rules they may receive demerit points. The Demerit Points System (DPS) is a very transparent system, which helps to remind contractors to self-regulate and maintain good performance.

Infringements will result in various penalties, including demerit points, penalty fees, suspension or disqualification. You will be delisted from the DRC if you receive a total of at least 24 demerit points within 24 months.

​Minor infringement - More than 24 demerit points in a 24-month period --> 1-year suspension
--> Excess demerit points are carried over to the next registration period
​Major infringement --> Disqualification from the DRC
--> Applies regardless of demerit points

How to ensure you're engaging an HDB Registered Contractor?

When engaging an ID or a contractor, Verify with them –

  • If they are HDB registered & what’s their HDB Registration Number

  • Verify the name of the company on the HDB Renovation Permit & the Directory of Renovation Contractors (Ensure it is the same company that you hired for the scope of renovation)

  • Verify the name of the authorized person on the permit (Must be a member of the company if not your ID/Contractor – feel free to ask who the person is)

  • Ensure they are not charging you a fee (Some companies hire 3rd party companies to do up their permit, hence they require you to pay a “permit fee”)
